Need help can not remember a cartoon of my youth! either cartoon or short movie....?

All about the undersea adventures of the young blonde mermaid Sweet Sea. She is the princess of the undersea Coral Kingdom, where she lives with her parents (the king and queen), and her sister Baby Brooke. Sweet Sea spends much of her time with her seahorse companion and her three fish friends: Goldie the Goldfish, Purrhsa the Catfish and Mudpuppy the Dogfish. Her parents give her a magical pearl necklace, which they don't want her to lose. Sweet Sea ends up losing the necklace to a witch. Everyone gets sad and prepares to move away.
