Why don't we build more power plants?

All the time I hear about congress wanting to limit how much energy people use to prevent blackouts, and to prevent stress on the power grid. But no matter how much energy we conserve people will still have babies and the population will still increase. So why isn't anyone talking about making more power pants? There are several forms of energy like wind, solar, thermal and nuclear(as long as the nuclear waste is stored properly it doesn't pollute) that don't pollute the environment at all.In addition to solving the energy crisis building more power plants would create jobs, and help the economy. So why is congress talking about a temporary solution to the problem rather than a permanent one?
