What is the safest bird cage lining?

I have zebra and society finches and even thou I provide them with store nest bedding they use that then go after the news paper lining on the bottom of the cage and rip off pieces and put that in their nest also I know the ink isn't safe for them or their eggs so what can I line the cage with to avoid them ripping up unsafe ink and using it?
