Looking for any updated info on calling the uk from the usa using a cell

I've read that calling cards are the cheapest way,and that some online sites offer rates at 14.9 cents a minute. Is this true or are there any other options? What about unlocking phones and sim cards which I totally dont understand. Any info would be fab! Thanks!!
