Quite angry, advice? (Long)?
First off I could calm down. Your daughter is fine right now so thats the main thing. Next, before you go putting her in daycare (no individual care, full of germs...) I would sit him down and talk to him. Make sure he understands her care instructions. Is this the first time hes been left to unthaw milk? If so then no wonder he didnt know how to do it properly. If not then maybe he needs some written instructions. Also let him know that you dont like leaving her to cry and it can be harmful to feed her water. These are things he probably just dont know. As for the smoke thing...the smell lingers so he probably didnt smoke around her. Its up to you what you want to do but personally I would prefer my daughter baing cared for by family rather then strangers who are no more likely to do it your way then your family is.
